Convicted sex offender, robber still at large, escaped custody while working at Moncton Wesleyan Church

A 44-year-old Westmorland Institution inmate with a long history of crimes, including sexual assault and assault with a weapon, escaped from a Moncton church last night, triggering a police search through much of the west end and downtown of Moncton.

Stephen Chester was sentenced to nine years in prison in 2004 for two robbery offences against Moncton store clerks in separate 2003 incidents, one of them while armed with a knife. In one case, a clerk was tied up and left in a bathroom. In the other case, a clerk was locked in a room.

Last night, Chester was part of a group of several inmates doing work at the Moncton Wesleyan Church at 945 St. George Boulevard when he slipped away shortly after 7 p.m.

He was last seen wearing dark blue track pants with lines on the sides and a dark blue jacket with red stripes on the sleeves. Underneath the track suit, he was wearing a bright yellow t-shirt. At the time of his disappearance he had scruffy facial hair.

Chester weighs about 190 pounds (86 kg) and is approximately 5'10" (180 cm) tall. He was still at large early this morning.

 The incidents for which he was currently serving time occurred Oct. 6, 2003 at Andrew's Cottage, a gift shop on St. George Boulevard, and Nov. 1, 2003 at VL Music on Main Street.
In the first incident, Chester, pretending to be shopping for a Christmas gift for his mother, came up behind a female clerk, grabbed her by the waist and slid a knife to her throat and told her to continue to the back room where he asked for cash, credit cards and finally the money from the front cash register. He left after shutting the woman in the room.

Organized crime group dismantled in RCMP Operation JEKYLL, Middlesex, N.B.

Eight people appeared in Moncton Provincial Court facing numerous charges following an RCMP operation targeting an organized crime group operating around the Salisbury area. The investigation codenamed Operation JEKYLL has been underway since October 2007.

54-year old Roger Tingley, 54-year old Rodney Tingley, 32-year old Michael Tingley, 30-year old Kevin Tingley, 25-year old Chris Tingley, 49-year old Sharon Tingley, 54-year old Gail Tingley, and 32-year old Missy Tingley have been collectively charged with 57 offences. Among the charges are conspiracy to traffic in cocaine, OxyContin, marijuana, contraband tobacco, weapons and firearms, and being members of an organized crime group.

The case has proven to be a difficult one for police as witnesses have been leery about coming forward to provide evidence. As such, for the first time in New Brunswick, a 2002 amendment to a Section of the Criminal Code of Canada focusing on Organized Crime was utilized. If convicted, sentences will be served consecutively, meaning for each conviction the guilty party will have to serve each individual sentence. This can result in a very lengthy prison sentence depending on the number and scope of the charges. Any property owned that was used in committing the offences is now subject to seizure.

Rodney Tingley, Michael Tingley, Kevin Tingley and Chris Tingley have been remanded into custody until a bail hearing scheduled for December 17 and 18, 2008 in Moncton Provincial Court. Roger Tingley is currently in hospital and will appear in court at a later date but has been charged. Sharon Tingley, Gail Tingley and Missy Tingley have been released on strict conditions.

A number of arsons in the area were also part of the police investigation. Although no charges have yet been laid in those cases, further charges and arrests are pending. The RCMP are also asking anyone with any information to contact them or N.B. Crime Stoppers at 1-800-222-TIPS (8477) as they continue to gather evidence on this organized crime ring.

At approximately 9:30 last night,(22 Dec.) 4 Codiac Cars responded to a Bomb Threat at the Moncton airport.

Some weirdo called and said there was one " under a stairwell ".

Appears none was found.
