Income doesn't matter; this particular rebate is for all consumers. The 8% rebate was given by the government to negate the 8% rise.
Clearly it would have been more efficient for NB Power to have programmed their computer to issue bills minus the 8% so that none of us had to pay more and then wait for rebates. Then all they had to do was identify the total of everyone's 8% and receive that amount from the government.
But now we all have to save our bills and then flood the mail system with our applications, then the mail system gets flooded again when the cheques get sent out. Oh yes...and an army of admin staff will have to process all those applications.
It's an admin nightmare instead of a few minutes programming of a computer. I guess they are banking on not everyone applying. But I think the costs of the system they have chosen to use will outweigh any savings in that respect.
