yeah but according to the law, him checking out kids while driving is no offence. The police will not do anything about it, but if enough people give him crap each time he gets seen, he will eventually stop hanging around those kind of neighboorhoods.
My neighboor did call the cops and they told him unless he gets out of his car and has communication with the kids, there is nothing they can do about him being in his car.
Just waiting till it's all over.
